Late on this and Not sure if this helps but, I bought a 96 Cobra in the fall, took it for etest, has no cats, no egr and no 02ís, all has been deleted but has an sct cal 4 on it. Car was tested and failed only due to HC at idle, car had nasty plugs and also dealership lot gas and one of the IMRCís was stuck because allow of the carbon. I havenít gone back to retest because it actually didnít require one until 2019 as per Service Ontario Rep when I went for a temp instead, walked out with plates and a sticker until 2019. Iím sure it will connect and work, if mine worked with all these systems turned off it should be fine.

I don't have direct access to buying them anymore. There was guys building and selling them United States but they've received a cease-and-desist from the government.
